Plenary IV: The "Ask"
Participants will learn the specifics of two important pieces of legislation they will be advocating for during their congressional visits. They will learn about the Social Determinants of Health Act and the Momnibus. Participants will learn about the need for these policies and how they will address health equity and social determinants of health.
Rachael Dombrowski (Moderator)
Wayne State University
Rachael Dombrowski, PhD, MPH, designs, implements and evaluates multilevel interventions to advance social justice and improve community health. Dr. Dombrowski is a faculty member of the Wayne State University Center for Health and Community Impact and the College of Education Community Health program where she conducts community-based participatory research, including program development and evaluation within the Midwest and nation-wide. Dr. Dombrowski serves as an evaluator for the Best Food Forward school-based nutrition supports intervention, and recently conducted an assessment of over 200 grocery stores for the Detroit Great Grocer Project. Prior to joining Wayne State, Dr. Dombrowski had over 10 years of experience directing and evaluating several multilevel interventions focused on policy, systems and environmental change within schools, communities, hospitals and corner stores in suburban Cook County and Chicago, Illinois. She is a graduate of the University of Illinois at Chicago (PhD) and the University of Michigan (MPH). She has worked in the public health field for over 15 years.
Alyson Kelly Northrup, MS

Association of Maternal & Child Health Programs
Alyson Northrup, MS is the associate director for public policy and government affairs at the Association of Maternal and Child Health Programs (AMCHP) . In this role, she executes AMCHP's policy activities, including advocating for Title V Maternal and Child Health Services Block Grant funding, promoting AMCHP's federal policy agenda, and representing AMCHP in various policy coalitions. Ms. Northrup serves as the policy core co-lead for the Maternal Health Learning & Innovation Center.
Prior to joining AMCHP, Ms. Northrup served as a legislative assistant to U.S. Sen. Kirsten Gillibrand (D-N.Y.). Ms. Northrup was responsible for managing the senator's legislative portfolio for health care, child welfare, and education issues. She holds a Master of Science from the University at Albany, State University of New York and a Bachelor of Arts degree from Fordham University.
Dara Lieberman, MPP
Director of Government Relations
Trust for America’s Health
Dara Alpert Lieberman is the Director of Government Relations for the Trust for America’s Health (TFAH). She oversees the development and implementation of federal government relations strategies and working to advance and ensure implementation of TFAH policy priorities. Prior to that, Dara served as TFAH’s Senior Government Relations Manager, leading the organization’s advocacy around infectious disease prevention, disease surveillance, and strengthening the nation’s public health emergency preparedness and response capabilities.
Ms. Lieberman previously served as a legislative representative for the American Counseling Association, where she advocated for mental health access issues. Ms. Lieberman has also served as a staff member for the Senate Committee on Armed Services.
Dara secured a Master’s in Public Policy from the Gerald R. Ford School of Public Policy at the University of Michigan. She graduated magna cum laude with a BA in Public Policy Studies from Duke University. Ms. Lieberman currently serves on the board of directors for Healthcare Ready, a nonprofit that works to protect patient access to healthcare in the face of disaster through collaboration with public health and healthcare.
